A lawsuit has been filed against the Election Assistance Commission and its Executive Director Brian Newby by a coalition of voting groups.  The suit alleges that Newby impermissibly changed the instructions on the federal voter registration form to require proof of citizenship to complete a registration in Arizona, Georgia, and Kansas, in accordance with state laws.
